Implement FFI_EXEC_TRAMPOLINE_TABLE allocator for iOS/ARM.

This provides working closure support on iOS/ARM devices where
PROT_WRITE|PROT_EXEC is not permitted. The code passes basic
smoke tests, but requires further review.
